Key takeaways
- For your bill you need only two screens: total units (kWh) and balance (₹). Note the kWh reading at the same time each day and the difference is what you used.
- A prepaid smart meter deducts every day: units used, a slice of the monthly fixed charge, and duty. Work out your daily figure once and the balance stops being a surprise.
- If you think the meter runs fast, count its LED blinks against a known load. It takes five minutes, and you can then ask the DISCOM for a check meter.
- Smart-metered homes move to time-of-day tariffs, so when you run the AC, geyser and washing machine now changes the bill.
A new smart meter usually arrives with no explanation. The display cycles through numbers, the balance falls faster than the old monthly bill seemed to, and the app shows charts nobody asked for. This guide covers smart meter reading in the order people need it: which screens matter, why the balance drops the way it does, how to check the meter yourself, what happens at zero balance, and how time-of-day tariffs change the bill.
Smart meter reading: what each screen means
Most DISCOM smart meters scroll through a few screens on their own. Pressing the push button on the front steps through the rest. The names differ by meter maker, but the content is the same.
| What the screen shows | Often labelled | What it tells you |
|---|---|---|
| Total units used | kWh, Imp kWh, 1.8.0 | Every unit since the meter was fitted. Today’s reading minus yesterday’s is what you used. |
| Balance | ₹, bAL, Credit | Prepaid credit left. Goes negative in some states before supply is cut. |
| Load right now | kW, Load | What is running at this moment. Switch the AC on and watch it jump. |
| Maximum demand | MD kW, with a date | Your highest half-hour (or 15-minute) average load this month. Compared with your sanctioned load. |
| Last bill units and MD | LAST kWh, Bill MD | Readings frozen at the last billing date. |
| Time-of-day units | TOD1 to TOD4, 1.8.1 to 1.8.4 | Units used in each time band, for ToD tariffs. |
| kVAh | kVAh | Apparent energy. Only matters if your DISCOM bills homes on kVAh, which few do. |
| Voltage, current, power factor | V, A, PF | Supply quality. Useful when appliances misbehave, not for the bill. |
| Supply status | Relay ON/OFF symbol or LED | Whether the meter has cut or restored supply. |
For day-to-day smart meter reading, ignore everything except kWh and balance. Write down the kWh figure at, say, 8 am for three days in a row. The average difference is your daily use, which you can compare with what your appliances should draw using the home load calculator.
Why the balance drops every day
A postpaid bill arrives once a month, so the cost feels like one number. A prepaid smart meter takes the same money in daily slices. A typical deduction for a 2 kW connection using 9 units a day looks like this:
| Daily deduction | How it is worked out | Amount |
|---|---|---|
| Energy charge | 9 units × ₹6.50 | ₹58.50 |
| Fixed charge | 2 kW × ₹110 a month ÷ 30 days | ₹7.33 |
| Electricity duty | 5% of the energy charge | ₹2.93 |
| Total per day | About ₹69 | |
| Over 30 days | About ₹2,060 |
The fixed charge is taken even on a day you use nothing, which is why the balance moves when you are away. Convert your own units to rupees with the electricity unit calculator, then keep at least a week of balance in hand. Some DISCOMs give a small rebate for prepaid, for example 4% in central Odisha, so check whether yours does before recharging.
Is your smart meter running fast? Check it yourself
Every meter has a small LED that blinks once for a fixed fraction of a unit. The number is printed on the meter face, written as something like 3200 imp/kWh or 1600 imp/kWh. That lets you test the meter with a stopwatch.
- Switch off everything in the house, including the fridge and inverter charging.
- Run one steady heating load with a known rating, such as a 1,000 W room heater or a 2,000 W geyser.
- Count the LED blinks for exactly one minute.
- Expected blinks per minute = imp/kWh × load in kW ÷ 60. At 3200 imp/kWh, a 1,000 W heater should give about 53.
If your smart meter reading is within about 10% of the expected count, that is normal, because heaters draw less than their rating when voltage is low. A count well above it, done twice, is worth a written complaint. In 2026 MSEDCL began fitting old-style check meters beside smart meters in Thane after complaints, and you can ask your DISCOM for one if your test looks wrong.
When bills do jump after a new smart meter, the cause is more often one of these than a faulty meter:
- The old meter was slow, stuck or read on estimates.
- Arrears or the security deposit adjustment were added to the prepaid balance.
- The fixed charge is now visible daily instead of hidden in a monthly total.
- A time-of-day tariff started and heavy loads run in the evening peak.
- Recorded maximum demand went above the sanctioned load.
Maximum demand and your sanctioned load
The MD screen shows the highest average load your home drew over a short window this month. If it goes above your sanctioned load, the bill for that month is worked out on the actual MD. The 2023 consumer rules add two protections: no penalty can be charged for the period before the smart meter was fitted, and your sanctioned load can be raised only if MD exceeds it at least three times in a financial year. Running two ACs, a geyser and an induction cooktop together is the usual way homes cross it. Spread them out, or apply to raise the load if you really need it.
Recharge, low-balance alerts and what happens at zero
Recharge through the DISCOM app or website, UPI apps, or the counter. Credit normally shows on the meter within minutes and supply returns within an hour if it was cut. Most DISCOMs send SMS alerts as the balance runs down, and rules on disconnection vary by state:
- Uttar Pradesh: for loads up to 2 kW, supply continues for three days or ₹200 of negative balance, with no cuts on Sundays and holidays, and new smart meters get 45 days before any disconnection.
- Telangana: no prepaid disconnection between 5:30 pm and 9:30 am or on state holidays.
- Most smart meter tenders: include an emergency credit window over nights, weekends and holidays.
If cuts at zero balance worry you, an inverter backup bridges the gap; size one with the battery backup calculator. If supply does not return within an hour of a recharge, call 1912, the electricity complaint number most DISCOMs use.
Time-of-day tariff: what a ToD meter means for you
A ToD meter records your units in time bands. Under the 2023 consumer rules, homes move to a time-of-day tariff as soon as a smart meter is fitted, and for all non-farm consumers from April 2025. Regulators set the bands, but the rules allow solar-hour units to be 10 to 20% cheaper than normal and peak-hour units 10 to 20% dearer.
In practice that means running the washing machine, water pump, geyser and EV charger during the day, and keeping the evening peak for lights, fans and the TV. Your bill or app shows how many units fell in each band; the TOD screens on the meter show the same.
3 phase meter reading
A three-phase smart meter shows the voltage and current for each of the three phases (R, Y and B) but still has a single total kWh for billing. Read the total kWh and the MD exactly as on a single-phase meter. If one phase shows much higher current than the others, ask an electrician to rebalance the circuits, which keeps that phase from tripping.
Sub meter reading for tenants
A sub meter only measures what flows through one part of the house; the DISCOM still bills the main meter. Note the sub meter’s kWh on the day the tenant moves in and on each rent day. Units used × the effective rate on your bill (total bill ÷ total units) is a fair share, plus a part of the fixed charge if you agree it in the rent agreement.
Smart meter with rooftop solar
If you have rooftop solar, the DISCOM fits a smart net meter that records units imported and exported separately. The import screen works like the kWh screen above; the export screen counts what your panels sent to the grid. How those are set off on the bill is covered in net metering in India. A ToD tariff also makes daytime solar more valuable, because every unit your panels supply during the cheap solar hours is one you do not import in the costly evening. To see how much a system would cut your bill after the PM Surya Ghar subsidy, try the solar calculator.
Quick fixes for common smart meter problems
- Balance not updated after recharge: wait 15 minutes, then call 1912 with the transaction ID.
- App shows no data for days: the meter may have lost its network; complain so readings are not estimated.
- Display blank or error code: photograph it and raise a complaint; do not open the meter.
- Supply cut with positive balance: check the relay symbol, then ask whether MD crossed a load limit.
- Bill doubled after installation: compare three days of smart meter reading with your usual use, then do the LED test.
If the DISCOM does not resolve a complaint, take it to your DISCOM‘s Consumer Grievance Redressal Forum.
Frequently asked questions
How do I take a smart meter reading?
Look for two screens: total units in kWh and balance in rupees. Press the button on the meter to step through the screens if they are not showing. Note the kWh reading at the same time each day; the difference is your daily use.
Why is my prepaid smart meter balance dropping so fast?
A prepaid meter deducts every day for units used, a daily share of the monthly fixed charge and duty. The fixed charge is taken even when you use nothing. Work out your daily cost from your units and tariff to see if the drop matches.
How can I check if my smart meter is running fast?
Switch off all loads, run one heater of known wattage, and count the meter LED blinks for one minute. Expected blinks are imp/kWh × kW ÷ 60, using the imp/kWh printed on the meter. A count well above that, twice, is grounds to ask the DISCOM for a check meter.
What is a ToD meter?
A time-of-day meter records units by time band. With a ToD tariff, units in solar hours cost less and units in the evening peak cost more, so shifting heavy loads to daytime lowers the bill.
Will my supply be cut at night if the prepaid balance runs out?
In most states, no. Many DISCOMs avoid disconnection at night, on weekends and on holidays, and Uttar Pradesh allows up to three days or ₹200 of negative balance for small homes. Rules differ, so check your DISCOM’s alerts and app.
Does a smart meter work with rooftop solar?
Yes. Homes with rooftop solar get a smart net meter that shows imported and exported units separately, and the bill sets one against the other under your state’s net metering rules.
