Rooftop solar subsidy with the ₹17,000 state top-up, net metering and net billing rates for Rajasthan homes, plus open access fees for businesses.

Updated September 29, 2026

Rajasthan gets more sun than any other large state, and it adds its own ₹17,000 to the central subsidy for families on its free electricity scheme. Over 2 lakh homes had installed under PM Surya Ghar by May 2026. This page covers the home side first, then the open access fees that matter to businesses.

At a glance

  • Subsidy: ₹78,000 for 3 kW from the centre, plus ₹17,000 from the state for homes on the free electricity scheme.
  • JVVNL pays ₹3.26 a unit under net metering settlement and ₹3.65 under net billing.
  • Each kW makes about 1,570 units a year, the highest of any large state.
  • A 1.1 kW system is about what 150 free units a month needs, which is why the state backs that size.

Who supplies your power

Three DISCOMs: JVVNL around Jaipur, AVVNL around Ajmer and JdVVNL around Jodhpur. You apply on the national PM Surya Ghar portal and the DISCOM handles feasibility and the net meter.

Subsidy and the ₹17,000 top-up

Every home gets the central subsidy: ₹30,000 for 1 kW, ₹60,000 for 2 kW and ₹78,000 for 3 kW or more. Homes registered under the Chief Minister’s free electricity scheme get an extra ₹17,000 from the state for a system of about 1.1 kW. The central amount for 1.1 kW is ₹33,000, so together they cover most or all of a typical ₹50,000 price. Payouts of the state share started in December 2025. See the PM Surya Ghar guide for central rules.

Net metering or net billing

JVVNL’s October 2025 order sets two rates for home systems. Under net metering, exported units are set against imports and any surplus is settled at ₹3.26 a unit. Under net billing, exports are paid at ₹3.65 a unit, fixed for the length of the agreement, while imports are billed at your tariff. For a home that uses most of its solar, net metering usually works out better, because each netted unit is worth your full tariff.

What you pay per unit

Monthly unitsEnergy charge per unit
0 to 50₹4.75
51 to 150₹6.00
151 to 300₹7.00
301 to 500₹7.00
Above 500₹7.50

How much your roof makes

Using PVGIS data, a south-facing system in Rajasthan makes about 1,569 units per kW a year, about 131 a month. See month-by-month units for this state.

Worked example: a Jaipur home using 300 units

Energy charges for 300 units come to about ₹1,890 a month before fixed charges and the surcharge. A 3 kW system makes about 390 units a month, more than the home uses.

Setting 300 of those units against imports saves about ₹22,700 a year in energy charges, and the roughly 90 surplus units a month settle at ₹3.26 for another ₹3,500 or so. After the ₹78,000 subsidy the system costs ₹1.52 to ₹1.62 lakh, so it pays back in about six years; a little sooner once the surcharge you avoid is counted.

Rajasthan’s tariffs are lower than Maharashtra’s, so payback is slower despite more sun. A home using 150 units or less does better with the 1.1 kW system and the state top-up.

Open access solar for businesses in Rajasthan

Businesses with a contracted load of 100 kW or more can buy solar from a plant elsewhere in the state through open access. What decides the real price is the set of grid fees below.

Rajasthan is among the five states that took more than 85% of open access solar installations in 2025.

The captive exception

Captive and group captive projects are normally exempt from cross-subsidy surcharge, but Rajasthan has levied CSS even on captive projects. An unexpected ₹0.30–0.60/kWh charge can wipe out the payback case for a buyer who budgeted zero, so tick the captive box in the calculator if this applies to your project.

Banking

RERC’s Green Energy Open Access Regulations 2025 set out a detailed banking mechanism for captive renewable plants.
